There is no package
libav-toolsin any other distro than Xenial: https://packages.ubuntu.com/xenial/libav-tools . All other releases have onlyffmpeg, which should do the same job.I fixed the rosdep key to install
libav-toolson Xenial andffmpegon all other Ubuntus.
